Lifecycle handlers: phase get / wait / shutdown.
LifecycleWhenPhase awaits LifecyclePhaseState::PhaseNotify instead
of polling at 100 ms intervals. Each forward phase transition calls
notify_waiters(), so callers wake exactly when the target phase arrives.
